The Senior Officer of the Control Department should conduct for the Officer Commanding all correspondence on Treasury and Supply duties and is the proper custodian of all records relating to these services.
As some misapprehension would appear to exist in the Chinese Command on this subject, a copy of this letter will be sent to the General Officer Commanding at Hong Kong, for his guidance.
